Exempts local government entities (county commissions, municipalities, utility boards) from competitive bidding requirements for vehicle repairs costing less than $15,000

Applies only to vehicles with a gross vehicle weight rating of 12,000 pounds or less

Requires awarding authorities to solicit and document price estimates from at least two different vendors before awarding the repair contract

Exemption applies per vehicle and cannot be aggregated with other repair expenditures to circumvent the $15,000 threshold

Effective date: October 1, 2026
