Establishes in-person early voting for general and special elections (excluding municipal elections) beginning with the November 2028 General Election, allowing qualified voters to cast ballots without providing an excuse

Early voting period runs from the Saturday 10 days before election day through Thursday 5 days before election day, with hours of 9:00 a.m. to 5:00 p.m. on weekdays/Saturdays and 1:00 p.m. to 5:00 p.m. on Sundays

Counties must operate at least one early voting center per 100,000 residents, with locations determined by county commissions and equipped with at least two tabulator machines each

Election officials (minimum one inspector and three clerks per center) must be appointed 15-20 days before early voting begins, and poll watchers are permitted at all centers

Secretary of State must adopt rules to implement early voting, including provisions to prevent voters from casting multiple ballots in the same election; act becomes effective July 1, 2026
