Requires athletic trainers seeking compact privileges to hold current BOC (Board of Certification) certification or equivalent education credentials, complete a criminal background check, and have no license encumbrances within the previous two years

Establishes the Athletic Trainer Compact Commission as a joint government agency to administer the compact, with one commissioner per member state, authority to adopt rules, collect fees, and maintain a coordinated data system for licensure information

Compact becomes effective when seven states enact the legislation; member states retain authority to take disciplinary action against licensees and may withdraw by repealing the statute with 180 days notice
