Creates the Health Savings Account State-Federal Regulatory Coordination Act to protect HSA-qualified high deductible health plans from state benefit mandates or federal copay accumulator adjustment requirements that could disqualify them under 26 U.S.C. § 223

State cost-sharing requirements in the Insurance Code will only apply to HSA plans after the enrollee has met the minimum federal deductible, preventing loss of HSA qualification status

Applies to health care service corporations and health maintenance organizations by adding the new Article 5 of Chapter 19 to the list of applicable state insurance provisions

Authorizes the Commissioner of Insurance to adopt rules necessary to implement the act

Effective date: June 1, 2026
