Creates a publicly accessible registry within the Alabama State Law Enforcement Agency (ALEA) for "persistent domestic violence offenders"—individuals convicted of two or more domestic violence offenses occurring on or after January 1, 2027

Registry includes offender's full name, date of birth, conviction dates, counties of conviction, and current photograph; excludes addresses, Social Security numbers, and any victim-identifying information

Requires persistent offenders to pay a $150 registration fee, with $100 deposited into the Domestic Violence Trust Fund and $50 retained by the court clerk for administration

Court clerks must forward certified conviction records and identifying information to ALEA within seven days of a qualifying conviction

Offenders may be removed from the registry after 5 to 20 years depending on number of prior convictions, with any subsequent domestic violence conviction restarting the removal timeline
