Authorizes Class 1 municipalities (cities with 300,000+ population, effectively Birmingham) to enact vacant property registration ordinances requiring owners to register properties vacant for 90+ consecutive days within 30 days of vacancy

Sets maximum annual registration fees at $250 for residential properties and $1,000 for commercial properties, with supplemental fees allowed up to double the previous year's amount (capped at 10x the initial fee)

Requires owners to provide contact information, designate a local agent for out-of-state owners, and submit restoration/occupancy plans for registered properties

Exempts government-owned property and allows exemptions for seasonal residences, properties under renovation, those listed for sale/lease in good faith, and properties in probate/divorce proceedings

Unpaid fees and fines become liens on the property superior to all other liens except taxes, and municipalities may act to bring noncompliant properties into compliance with costs becoming owner obligations; effective October 1, 2026
