Amends Section 31-2-41 of the Code of Alabama to revise and expand the military awards system for Alabama National Guard members, establishing a hierarchy of awards presented by either the Governor or Adjutant General

Governor may present three top-tier awards: Governor's Cross (highest, for heroic service), Distinguished Service Medal (second highest, for exceptional meritorious service in positions of great responsibility), and Alabama Commendation Medal (third highest, for outstanding services)

Adjutant General may present 14 additional awards including: Exceptional Service Ribbon (30 days state active service during emergencies), Faithful Service Ribbon (6 years service), Veterans Service Medal (21 years service), and various specialized ribbons for recruiting, honor guard duty, and basic training completion

Creates new awards for specific historical service including the Phenix City Civil Disturbance Medal (June 18, 1954 - January 17, 1955), Operation Desert Storm Ribbon (30+ days on Title 10 orders), and National Emergency Service Ribbon with Berlin Crisis and 9-11 clasps
