Amends Section 13A-7-41 of the Alabama Code to expand first-degree arson to include fires or explosions started in conjunction with theft that result in damages of $25,000 or more, when another person is present in the building

Establishes a mandatory minimum sentence of 20 years imprisonment for first-degree arson convictions

Requires first-degree arson sentences to run consecutively with any other sentences arising from the same incident

Passed the Alabama House unanimously (104-0) on February 24, 2026, with an effective date of October 1, 2026
