Lowers the age threshold from 19 to 17 years old for when ALEA can deny a driver license or learner permit application based on failure to meet school enrollment or graduation requirements

Removes the prior requirement to present a diploma or graduation certificate at time of application, replacing it with a list of qualifying criteria applicants can satisfy

Adds high school graduation from an Alabama school as an explicit qualifying criterion for obtaining a license or permit

Retains existing exemptions including enrollment in GED programs, job training participation, gainful employment, parenthood, and providing sole transportation for parents

Effective date: August 1, 2026; passed Alabama House 98-0 with 5 abstentions on February 5, 2026
