Creates the crime of giving false information to a law enforcement officer (knowingly providing false name, address, or date of birth with intent to deceive), classified as a Class A misdemeanor

Establishes a new crime for willfully refusing to provide name, address, date of birth, or explanation of actions during a lawful investigatory stop, classified as a Class C misdemeanor

Requires officers to identify themselves and provide the reason for the stop before the refusal offense applies; exempts self-incriminating information from the disclosure requirement

Amends Section 15-5-30 to modernize language, replacing specific officer titles with "law enforcement officer" and adding date of birth to information officers may demand during stops

Repeals existing Section 13A-9-18.1 and replaces it with new Section 13A-10-9.2; effective date is October 1, 2026
