Creates civil liability for website owners, nudification app operators, and payment processors who recklessly facilitate production or disclosure of illicit material

Requires platforms hosting such content to provide easily accessible removal request systems and remove reported material within 72 hours

Authorizes Attorney General enforcement with civil penalties up to $7,500 per violation, plus punitive damages for knowing or reckless conduct patterns; effective October 1, 2026
