Creates a workforce talent recruitment grant program administered by the Alabama Department of Economic and Community Affairs to incentivize out-of-state households to relocate to Alabama municipalities

Eligible grant applicants include municipalities, counties, and nonprofit organizations focused on economic, workforce, or community development; applicants must contribute at least 20% of total program costs

Grants are disbursed in two installments: 50% upon contract signing and 50% after meeting half of the household relocation goal; failure to meet the goal forfeits remaining funds

Households must reside outside Alabama and have a minimum income of $55,000 to qualify for relocation incentives

Establishes the Talent Recruitment Program Grant Fund in the State Treasury; effective date is October 1, 2026
