Amends the distribution of Randolph County tobacco tax proceeds, with the state Department of Revenue retaining 2% for collection costs

32% distributed equally among recognized volunteer fire departments and Randolph County Rescue Squad for fire protection and emergency medical services

24% now directed specifically to the Randolph County Economic Development Authority for economic development and tourism (previously the funds were simply "used" for these purposes without designating a recipient)

24% retained in Randolph County General Fund, 10% to Randolph County Agricultural Center for agriculture education and promotion, and 10% to Randolph County Animal Shelter for countywide small animal control
