Boards of water and sewer commissioners would be prohibited from restricting public recreational use of water bodies they own or control unless they demonstrate a substantial public interest at a public hearing with at least 10 days notice

Emergency restrictions or closures may be implemented for up to 90 days without a hearing, after which a public hearing must be conducted

All restrictions or closures may be appealed to the circuit court in the county where the board's principal place of business is located

Applies only to navigable waterways within 50 miles of the Gulf of America that serve as drinking water sources
