Creates the Office of Risk and Resilience within the Alabama Department of Insurance to develop risk controls and address insurance market resilience issues

Authorizes the Commissioner of Insurance to hire personnel for the office, including one exempt employee outside the state Merit System with compensation set by the commissioner

Moves the existing Strengthen Alabama Homes Program under the new Office of Risk and Resilience

The Strengthen Alabama Homes Program provides grants for retrofitting residential properties to resist hurricanes, tornadoes, and catastrophic windstorm damage through the Fortified for Existing Homes Program
