Expands Alabama's "no sales solicitation calls" database to include commercial and cellular telephone subscribers, not just residential subscribers

Prohibits telephone solicitors from using misleading caller identification information with intent to defraud, and bans solicitation calls before 8:00 a.m. or after 8:00 p.m., as well as more than three calls to the same person within 24 hours on the same subject

Increases civil penalties from $2,000 to $20,000 per violation for the Public Service Commission to impose against violators

Increases private damages from $2,000 to $20,000 per violation for individuals who receive multiple illegal solicitation calls within a 12-month period

Classifies violations of telephone solicitation laws as deceptive trade practices under Chapter 19, with an effective date of October 1, 2026
