Participation in prayer/religious readings requires signed consent forms from employees or parents/guardians, including an express waiver of the right to bring First Amendment Establishment Clause claims

Prayer and religious readings must occur before school hours or only in areas where all present have consented, and cannot substitute for instructional time or be broadcast over public address systems

State Superintendent must withhold 25% of state funding from districts showing continued intentional refusal to conduct the Pledge or failing to hold the required vote on prayer policy, with Legislature authorized to impose further funding reductions for continued violations
