Establishes a process for appointing 3 commissioners and 3 alternate commissioners by joint legislative resolution to represent Alabama at any Article V constitutional convention called by two-thirds of states

Requires commissioners to be U.S. citizens and Alabama residents for at least 5 years, at least 25 years old, registered voters, with no federal lobbying, employment, or elected office within 5-10 years preceding appointment

Commissioners must take an oath, are compensated at the same rate as state House members (prorated), and are prohibited from accepting gifts exceeding $200 during service

Creates a 3-member legislative advisory committee to monitor commissioners and provide guidance, with authority to recall and remove commissioners who exceed their authorized scope

Establishes Class C felony penalties for commissioners who exceed their authority or for anyone who bribes, threatens, or obstructs commissioners in their duties; effective October 1, 2026
