Creates the Alabama Lottery Corporation as a public corporation governed by a seven-member board appointed by the Governor and legislative leaders, with a CEO/president managing daily operations

Establishes the Alabama Lottery Trust Fund to receive net proceeds, which must be appropriated annually for five purposes: problem gambling treatment, postsecondary scholarships at public colleges, cost-of-living raises for education employees, hospital grants to prevent closures, and tax credits for eligible residents

Requires lottery tickets be sold only by licensed retailers who must verify purchasers are 18+ using valid ID; retailers receive 7% commission on sales and must deposit proceeds in separate FDIC-insured accounts

Prohibits lottery advertising with strong appeal to minors; excludes video lottery terminals, electronic games of chance, sports wagering, and bingo from the lottery definition

Increases criminal penalties for gambling offenses: simple unlawful gambling raised from Class C to Class A misdemeanor (Class D felony for repeat offenses); promoting gambling and possession of gambling devices elevated to Class C felonies (Class B for repeat offenses)
