Disabled voters may designate an individual to deliver their absentee ballot application in person to the absentee election manager, expanding options beyond the current requirement that applicants deliver their own applications

Disabled voters may also have a designee hand deliver or mail their completed absentee ballot return envelope to the absentee election manager

"Disability" is defined as a physical or mental impairment that substantially limits one or more major life activities of the voter

Absentee ballot return materials are updated from two envelopes to three envelopes: a secrecy envelope, an affidavit envelope, and a return mail envelope

Effective immediately upon passage and approval by the Governor
