Amends Section 29-2-41, Code of Alabama 1975, to authorize the Contract Review Permanent Legislative Oversight Committee to recommend that the Governor not sign a contract under review

Committee reviews contracts for personal or professional services between state departments and private entities or individuals paid from appropriated funds (federal or state)

Committee must hold hearings within 45 days of contract submission; contracts not reviewed within this period are deemed compliant

Contracts made without prior committee review are void ab initio (void from the beginning)
