Expands Alabama's abortion exceptions from only "serious health risk" to include preserving the mother's health more broadly, and adds new exceptions for pregnancies resulting from rape or incest

Requires men convicted of rape or incest resulting in pregnancy to pay all medical expenses for the pregnancy and abortion, and to undergo either a vasectomy or castration as determined by the court

Allows mothers who undergo abortions to preserve their health to petition circuit court to require the father to pay all pregnancy and abortion-related medical expenses, including complications

Permits fathers ordered to pay expenses to petition for relief from payment obligations if they agree to undergo a vasectomy and provide documentation to the court

Removes the previous requirement that mental health-based abortion determinations require evaluation by a psychiatrist with 3+ years clinical experience; effective date October 1, 2026
