Restitution payments to crime victims must be paid and collected before all other fines, court costs, and fees associated with a criminal conviction

Expands the definition of "victim" to include immediate surviving family members, corporations and government entities, family members who sustained economic loss, and government agencies responsible for repairing graffiti damage

Removes the court's consideration of the defendant's financial resources and ability to pay on installment when determining restitution amounts

Establishes minimum restitution amounts for certain offenses: $50,000 for capital offenses and $10,000 for repeat first-degree rape convictions
