Amends Section 13A-7-4.3 of the Alabama Code to exclude reservoirs that meet the definition of "public waters" under Section 9-11-80 from the list of critical infrastructure facilities

Removes criminal liability for unauthorized entry onto reservoirs classified as public waters, which would otherwise be a Class A misdemeanor

Retains all other critical infrastructure protections for public water systems and wastewater treatment systems, only carving out the reservoir exception

Effective date of October 1, 2026
