Alabama Department of Human Resources must request a federal waiver from USDA Food and Nutrition Service to exclude candy, soda, prepared desserts, and energy drinks from SNAP-eligible food purchases

If the waiver is approved, SNAP benefits cannot be used to purchase these items, with retailers receiving at least one month's notice before implementation

Department of Revenue must coordinate with retailers to implement the waiver, including identifying restricted products using universal product codes and providing technical assistance and training

"Energy drink" is defined as beverages with at least 65 milligrams of caffeine per eight fluid ounces marketed for metabolic stimulation; coffee and tea are excluded from restrictions

If the federal waiver is denied, the department must resubmit the request annually until approval is granted; effective date is October 1, 2026
