Students transferring from a failing school (grade "F") would have their academic achievement excluded from the receiving school's and district's A-F report card grade for the first three years after enrollment, starting with the 2026-2027 school year

Transfer students' educational progress would still be measured in the academic growth category during the three-year exclusion period

Beginning in the fourth year of enrollment, the transfer student's academic achievement would count toward the school's grade

Amends Section 16-6C-2 of the Code of Alabama 1975, which governs the state's public school grading system

Effective date: June 1, 2026
