Creates the Imagination Library of Alabama Program to provide one free age-appropriate book per month to registered children from birth to age five in participating counties, delivered directly to their homes

Establishes the Imagination Library of Alabama Fund in the State Treasury to accept gifts, grants, donations, appropriations, and federal funds, with unspent monies carrying over to the next fiscal year

Requires a 50/50 cost-sharing structure where the state program contributes 50% of matching funds and local program partners provide the remaining 50% match required by Dolly Parton's Imagination Library

Mandates the Department of Early Childhood Education to coordinate with a 501(c)(3) nonprofit entity to operate the program and oversee activities including public awareness campaigns, enrollment expansion, and donation solicitation

Effective date is October 1, 2026
