Removes the misdemeanor criminal penalty for failing to pay solid waste disposal fees, charges, or rates assessed by a county or municipality

Establishes that civil action to recover outstanding amounts and/or suspension of solid waste services are the exclusive remedies available to counties and municipalities for nonpayment of solid waste fees

Retains existing authority for governing bodies to assess fees after 30 days of nonpayment and pursue collection through civil litigation

Makes technical, nonsubstantive revisions to update Code of Alabama Sections 22-27-5 and 22-27-7 to current drafting style
