Town Council of White Hall in Lowndes County may authorize pari-mutuel wagering on simulcast past events and live horse and dog races at a specific charitable bingo facility (minimum 40,000 square feet, existing since October 1, 2023, located at 6999 Highway 80 West, Hayneville)

Licensees must pay a tax of up to 4% of total contributions less prizes to the Town Council, plus 1% to the State of Alabama for historical pari-mutuel wagering

Tax revenue distribution: 20% to Lowndes County Commission, 20% to Lowndes County Board of Education, and 60% to the Town Council (with 10% of that amount going to other municipalities in Lowndes County)

Wagering limited exclusively to the licensed facility; does not authorize off-track betting or gambling at any other location in Alabama

Effective date: October 1, 2026
