State Board of Education must establish an expedited certification pathway for career and technical education (CTE) teachers who hold valid teaching certificates from other states and have prior CTE teaching experience.

Applicants must submit required application forms and fees, hold a valid out-of-state teaching certificate, obtain recommendation from a local superintendent, and pass a criminal background check.

No additional testing, coursework, or documentation may be required beyond these basic requirements; certificates issued have the same term and renewal requirements as standard teaching certificates.

Local school boards may provide relocation stipends or hiring incentives to CTE teachers who move to Alabama from other states under this program.

State Superintendent must submit annual reports by February 1 to the Governor and legislative leaders on certificates issued, teaching locations, and program efficacy; effective date is June 1, 2026.
