Establishes the Alabama Agricultural Enhancement Program to provide cost-share funds to agricultural producers for long-term investments in farms and rural communities, effective February 1, 2027

Creates a five-member Alabama Agricultural Enhancement Advisory Board chaired by the Commissioner of Agriculture and Industries, with representatives from Auburn University, Alabama A&M University, Tuskegee University, and the State Soil and Water Conservation Committee

Covers 13 agriculture sectors including dairy, genetics, hay storage, herd health, livestock equipment, aquaculture, poultry, row crops, swine, agritourism, and producer diversification

Requires applicants to complete educational certification in their sector, prove state residency, commit to using purchased equipment for at least five years, and allow compliance inspections

Establishes the Alabama Agricultural Enhancement Fund in the State Treasury funded by legislative appropriations and voluntary contributions, with unspent balances carrying forward rather than reverting to the General Fund
