Establishes the Essential Medical Supply Resilience Grant Program through the Alabama Department of Public Health to assist hospitals, research universities, biotechnology companies, and health care facilities experiencing increased costs, delays, or shortages from global trade instability

Creates a strategic reserve of essential research and clinical supplies including reagents, personal protective equipment, diagnostic kits, and lab consumables that eligible institutions may access during documented international trade disruptions

Defines "trade disruption" as any period when the average tariff on medical or research materials exceeds 5%

Establishes a 5-member Medical Supply Chain Vulnerability Advisory Board with appointees from the Governor and legislative leaders to assess supply chain resilience and issue annual reports

Creates the Medical Research Supply Assurance and Trade Resilience Program Fund in the State Treasury, funded through gifts, grants, federal funds, or legislative appropriations; effective October 1, 2026
