Creates the Aerospace Export Resilience Grant Program with up to $10 million annually to help aerospace and defense companies affected by U.S. or foreign tariffs maintain export operations, retain workers, diversify suppliers, and meet international compliance requirements.

Establishes the Advanced Materials and Components Security Grant Program with up to $10 million annually to fund research into domestic or tariff-neutral alternatives to foreign aerospace materials and encourage domestic production of critical aerospace inputs.

Creates the Defense Export Facilitation Services Program to provide aerospace firms with compliance assistance for International Traffic in Arms Regulations (ITAR), training on export control laws, and legal support for navigating foreign countermeasures.

Requires the Alabama Department of Commerce to provide supply chain continuity planning assistance, helping aerospace companies map supply dependencies, develop contingency plans, and identify alternative sourcing opportunities.

Establishes a five-member Aerospace Trade Monitoring Council, appointed by the Governor, to monitor trade patterns and tariffs, evaluate trade disruption exposure, and report annually to the Governor and Legislature; effective July 1, 2026.
