Proposes a constitutional amendment to the Alabama Constitution of 2022 authorizing the Legislature to provide for "full legislative participation" on any authority, board, or entity with power to issue bonds or incur debt

Legislative participation would include the power to override the issuance of bonds or debt by these entities

Requires approval by a majority of qualified voters in a statewide election to take effect
