Requires guardians ad litem to participate in developing individualized service plans and conduct ongoing case monitoring, with authority to file pleadings notifying the court of delays and noncompliance

Expands advocacy duties to include seeking trauma-informed counseling for children and trauma-informed training for legal parents, family members, and foster parents
