Amends Section 45-49-85.42 of the Code of Alabama governing the appointment of temporary judges of probate in Mobile County when the elected judge is incompetent, incapacitated, absent, sick, or disqualified

Removes the sunset provision that would have terminated the authority to appoint temporary judges after a second probate judge was authorized or after the first legislative session following a successor to the judge serving on June 14, 2007

Temporary judges appointed for calendar congestion or caseload management are limited to 90-day terms and may not serve more than 100 days per fiscal year

Temporary judges must provide a bond of at least $10,000 and receive compensation at 90% of the elected judge's salary; special judges for single cases receive $50 per day
