Boards of water and sewer commissioners established under Act 775 of the 1951 Regular Session in Mobile County must convey conservation easements on specified real property parcels by October 1, 2027

Conservation easements must be conveyed to qualified charitable organizations whose purposes include protecting natural, scenic, or open-space values; maintaining air or water quality; or preserving historical and cultural aspects of property

The bill identifies approximately 150 specific parcel identification numbers in Mobile County subject to the conservation easement requirement

Certain areas are excluded, including the northwest quarter of section 30, township 3 south, range 3 west, and any land within the existing Howell's Ferry Road right of way

The act becomes effective October 1, 2026, and does not exempt any party from other laws applicable to conservation easement conveyances
