State Department of Education must publish and annually update a "teacher preparation report card" evaluating each Educator Preparation Provider (EPP) and Alternative Teacher Preparation Organization (ATPO), in collaboration with the State Board of Education and Alabama Commission on Higher Education

Report cards must include program admission data, certification exam pass rates, employment outcomes (including percentage employed within one year, teaching in-field vs. out-of-field, and placement in shortage areas), 1-year and 3-year retention rates, and teacher performance evaluations

Department must create and administer satisfaction surveys to program completers and their employers at the end of the first year of teaching

State Board of Education must annually review each report card to determine if intervention or support is needed, with potential consequences including probationary approval or denial of program approval
