Licensed veterinarians cannot refuse to provide written prescriptions upon client request when a valid veterinarian-client-patient relationship exists and the medication is safe for in-home administration by the owner.

Veterinarians or staff must inform clients before dispensing medication that they may request a written prescription to fill at a pharmacy of their choice.

All veterinary facilities must post a conspicuous sign near the entrance or checkout stating that clients may request written prescriptions to fill elsewhere.

Exceptions apply when immediate dispensing is necessary to preserve life or prevent suffering, or when federal or state law restricts dispensing of the medication.
