Imposes a one-year moratorium on the construction and operation of new solar power facilities in Alabama, effective immediately upon passage

Defines "solar power facility" as large-scale, ground-mounted photovoltaic panel installations that generate electricity for off-site use or sale to third parties

Exempts solar facilities already operating or under construction on the effective date from the prohibition
