County commissions in counties bordering the Gulf of Mexico may regulate the permitting, construction, placement, and operation of solar farms in unincorporated areas to protect the coastline and watershed.

Solar farms are defined as large-scale, ground-mounted photovoltaic panel installations designed to generate electricity for sale or off-site use.

Violations may result in fines up to $1,000, be declared a public nuisance, and allow the county to remove non-compliant structures with costs assessed as a lien against the property.

Counties may levy permit and application fees to cover administrative and review costs, including expert consultants.
