Establishes the "Sergeant WyTasha Carter Truth and Transparency Act" requiring all state, county, and municipal law enforcement agencies to report annually the number of sworn officers employed and their certification status to the Alabama Criminal Justice Information Commission.

Initial reports due by July 1, 2026, with annual reports due February 1 thereafter; Alabama State Law Enforcement Agency must compile and publish the data on its official website.

Officers who fail to submit required reports face Class C misdemeanor charges with fines of $100 to $10,000 and up to one year in county jail, plus potential prosecution for nonfeasance and removal from office.

Criminal justice agencies that fail to timely submit reports lose eligibility to participate in any grant program administered by the Alabama Department of Economic and Community Affairs.

Effective date: October 1, 2026.
