Expands well driller licensing to cover water wells, monitoring wells, geothermal wells, cathodic protection wells, pump installation/maintenance/repair, and related activities such as grouting and plugging

Creates two license types: an Unrestricted Well Driller's License ($1,000) for all drilling activities, and a Restricted License ($500) limited to specific well types or pump work only; business licenses require an additional $500 fee

Changes license period from annual to two-year terms beginning October 1, 2026, with renewal due by December 31 and a $20/month late fee for delinquent renewals

Requires 8 hours of continuing education for license renewal starting with the October 1, 2028 license period, with a grace period until March 31 to complete requirements

Authorizes the Environmental Management Commission to adopt well completion certification fees up to $1,000 (capped at $250 for single-family residences or duplexes), with proceeds deposited into the Environmental Management Fund
