Consolidates vessel registration fees by incorporating the existing $5 additional registration fee into base rates, increasing fees by $5 across all vessel classes (Class 1: $23, Class 2: $28, Class 3: $78, Class 4: $103)

Directs $5 from each vessel registration fee to the State Reservoir Management Grant Fund, with the remainder going to the State Water Safety Fund

Maintains the $2 issuance fee collected by judges of probate or other issuing officers, separate from the registration fee

Establishes a $25 inspection fee for homemade boats requiring hull identification numbers

Effective date: January 1, 2027
