Covers up to 8 semesters or 16 quarters at public or private Alabama colleges, technical schools, or universities, capped at $3,000 per academic period

Requires recipients to maintain Satisfactory Academic Progress, complete studies within 66 months, and remain Alabama residents; spousal eligibility ends upon divorce or remarriage

Annual appropriation from Education Trust Fund capped at $10 million, administered by Alabama Commission on Higher Education with mandatory annual reporting to Legislature

Creates a "blackout" specialty license plate ($50 annual fee) with proceeds funding the scholarship; effective October 1, 2026
