Establishes the Alabama Community College Football Study Commission to evaluate the feasibility of reinstating football programs at community colleges within the Alabama Community College System

Commission consists of 18 members including state legislators, community college officials, high school coaches/athletic directors, and university representatives from NCAA Football Bowl Subdivision and Southwestern Athletic Conference schools

Commission must assess infrastructure and financial capacity, evaluate funding sources including public-private partnerships, review successful models from other states, and gather stakeholder input

First meeting required by May 1, 2026; final report with findings and recommendations due to the Governor, Legislature, and ACCS Chancellor by November 1, 2026

Commission dissolves upon filing its final report; legislative members receive compensation and travel expenses, while non-legislative members serve without pay but may be reimbursed for expenses
