Requires completion within one year of commencement, including synthesis of existing research from federal/state agencies, academic institutions, and NGOs

Assessment must evaluate short-term impacts, long-term effects on habitat and biodiversity, compare disposal methods, and provide a gap analysis identifying areas needing further study with estimated funding needs

Requires actionable mitigation strategies to minimize negative environmental consequences and encourages an economic analysis of risks from failing to maintain authorized waterway depth and width

Results must be made accessible to the Speaker of the House of Representatives
