Establishes the Alabama Forest Products Retention and Pulp and Paper Mill Stability Study Commission to examine strategies for retaining pulp and paper mills and maintaining the state's attractiveness to the forestry sector

Commission membership includes all House Agriculture and Forestry Committee members, one additional House member, one Senator, the State Forester, Secretary of Commerce, and representatives from the Alabama Forestry Association, Economic Development Partnership of Alabama, and Manufacture Alabama

Commission must assess mill retention strategies, infrastructure needs including energy resources, potential revisions to environmental/labor/tax policies, and opportunities to attract emerging paper-based technology manufacturing

Initial meeting required by July 1, 2026, with a comprehensive report due to the Legislature by November 1, 2026, at which point the commission dissolves

Legislative members receive compensation, per diem, and travel expenses for meetings; nonlegislative members serve without compensation but may receive expense reimbursement
