Dr. Frazier earned degrees from South Carolina State College, Alabama A&M University, and a Doctor of Education from Oklahoma State University, serving as professor and vice president at Oklahoma State University and Alabama A&M University

Served as State Commissioner of the Alabama Department of Pensions and Security and as a Licensed Psychologist for the State of Alabama

Held leadership positions including board president of the American Institute of Psychotherapy Graduate School of Psychology, president of the National Association of College Deans, Registrars, and Admissions Officers, and served 23 years as Jurisdictional President of the youth department for Church of God in Christ, Alabama Second Jurisdiction

Schools named in his honor include the Harris Home for Children and Frazier Preparatory School in Uganda with three campuses
