Joint resolution mourning the death of former State Representative Samuel Alan Harper of Alabaster, Alabama, who passed away on December 18, 2025, at age 68

Harper served as State Representative for House District 61 from 2006 to 2018, including as Chair of the House Economic Development and Tourism Committee

During his decade-long career with the Tuscaloosa County Industrial Development Authority, he helped bring more than 4,000 jobs and over $500,000,000 in capital investment to the area, including the Mercedes facility

Harper also served as City Manager of Aliceville and Retail Development Director for the City of Northport; he was named Legislator of the Year by the Economic Development Association of Alabama in 2012

Resolution passed the House on January 13, 2026, and was adopted by the Senate on January 14, 2026
